The steering wheel did turn, but if the car is not under it's own power and the wheels aren't driving the car won't necessarily turn out of the corner. Once the car went off road, the tires lost traction and were most likely sliding along the grass. The car is being pulled so the inertia to move is coming from the pulling in the front, not from the wheels like it does when the car is running. That's why a tow dolly is recommended.
