My video is somewhat similar. I did UV layout for all geometry, and added missing texture parts in PS, so in final animation it doesn't look flat, and it gives it the right perspective.
Here is step: 1) Set the render settings to the same resolution as the image. 2) Load up the image as an image plane for create simple geometry. 3) Create a material with a texture map projected over it. 4) Create images in Photoshop for each piece of geometry. 5) In Maya, create a new material for each new image created. Apply these new materials for the corresponding objects. Include an alpha for smoother edge and small details. 6) Create a camera and render out the camera move.
ok... so I don't really know a lot about 3d stuff... but can the same sort of image be achieved through something like blender? I've been messing around with vanishing point in after effects but it would be cool to have a little more control over the final image... i'm guessing this is the way to do it?

isn't camera projection the same as adding textures to 3d geometry ....?

Not really.
The idea is to create a high resolution image/painting (like a texture); slice it up into layers; and project them on to low resolution geometry.
The idea being that you cab create vast renders or photorealism for quick less effort then modeling; painting textures; rendering passes; etc.
