Go to any chinese mainland middle school, senior middle school or university you hear exactly this kind of English spoken by student and teachers alike. I am currently studying in a junior college in singapore(BTW I AM A SINGAPOREAN FOR 18 YEARS)and i wouldn't deny that some of us are english-oriented and there are probably those who don't have that accent which you think is not good enough. Yes,we have singlish but that doesn't make singaporeans' english worse than whatever you are comparing to. Singlish is a distinct feature that Singaporeans share, not a sign of how good or bad our english is.
English is not about accent if you haven't realise. How good we are in English depends on our level of reading skills, writing skills and comprehension skills. That is why, we have oral examination and comprehension passages in school. Your statement goes to show that you are being too subjective. My english teacher would always tell me to give a well balanced,supported argument in general paper essays. If your statement is to be judged, your English would suck.
