Yes, it is one. There are thousands of remix' which were made based on Touhou themes by ZUN (CYTOKINE, nomico, IOSYS, SOUND HOLIC, Astromedia Records, for instance). This is one of them by Scinicade.

But which song? After listening to the whole thing it sounded nothing like any of them. You'd think it'd be based off of Gengetu's theme with the "Innocence" part, but if it is it's fooled me.
