In Portugal is the same. It´s dangerous to mess up with radioamateurs and CBs: some guys are responding with mobile 4Kw CB amplifiers, destroying the system, while they drive along the streets. Some have quit talking because they say it´s much more fun the PLC hunting...!!!
The Companies using PLC and the like are complitly STUPID, and they are having Big troubles and scandles. Don´t mess with people´s hate thougts when they feal they are coned...
