The long term solution is to acknowledge that public infrastructure has the economic effect of increasing land values and not the value of improvements. All economists agree. This means that the most appropriate source of revenue to pay for infrastructure is to tax land value. Why unjustly subsidize landowners? Besides taxing land value does not tax anything anybody actually does so no disincentive except for real estate/land speculation.
