They are glowing because of Mind Games (Lilith's top Controller tree skill). It dazes the enemy which is what that glow is.

Nothing is modded. I spent quite a bit of time farming and I've only found 2 good Double Anarchies. This one and the one I currently use that is slightly better.

Also there's a run out of crimson enclave where you can hit all these without backtracking but you probably do this route for weapon pros anyway.

You can do the normal run without backtracking as well. I just backtracked at the beginning to show a different path you could take if you wanted to get the 3 (possible) chests in the first area and check the chest behind the gate in the last area.
