I think he is referring to a guy who just witnessed a murder and he 's about to be next because he is a witness ?

The sentence "An outbound was bearing down" is Boston speak for a train heading away from downtown. Rather than being killed by the tugs, he commits suicide.

Barrett often refers to Dorchester/Mattapan area of Boston in his songs.

This where the "red" subway line ends in Boston. I guess he is referring to that.
