@PivotLoverGuy luffy possibly hadn't came up with second or third gear at the moment, we know he came up with them some time between the fight with aokiji and the fight with blueno but he didn't try to use them at his first encounter with lucci which means that he most likely didn't have them till after that, also in case you want to play the if game Ussop was also heavily injured at that time....
he isnt weak. he can be stronge and very courages when he wants to be. if usopp had a devil fruit power then who knows what could happen. GO SOGEKING!!!
@TaintedS0ul666 keep in mind that Usopp makes the devices he uses to keep up with the "Monster Trio" and the rest of the straw hat crew(excluding Nami) considering he and Nami are the only "humans" of the group he has to use is brain and skill(finess as it were) to make up for the lack of power and brute strength the "Monster Trio" are known for (Luffy,Zoro, & Sanji make up the trio) The point his father was a sharp shooter helps tp strengthen the strategies he implements during battle.

@1337NoFear1337 if he used a gun we wouldn't get to see him use such original attacksu can't shoot Ninja stars out of a gun last time I checked or exploding fire sphere's but I get wherer ure coming from with the comment he should own a gun at least as a secondary weapon incase he runs out of his crazy ammo for his slingshot.(since it's pirate days probably a rifle would work for him he chose the slingshot cause it was his weapon of choice not his father's
