Actually, This song is about a homeless person... And how he is Neglected by society.

The song fits todays society. People are neglected and shunned for the stupidest reasons.

This Album was named Ten after a basket ball player the band was formally known as Mookie Blaylock... Mookies Number was 10 Hence how the albums name came about.

There is also another version of this song that Pearl Jam done. With slightly different lyrics

They probably changed it to sound better.
