I love this song and movie. This movie was definitely underrated. Van dammes acting in this movie was incredible. Especially the part when he was running in the rain! Damn Van damme is the fucking man. I miss him on the big screen.

And the fact that they cloned the killer, they now knew his damn face, and did not post it up on every channel to catch him was r e t a r d e d, cuz that would do the trick lol. And also, they treated the replicant like a thing with no frickin human rights, expendable! This whole movie is not well thought out :(

Great song. I was searching for it too, since I saw this film for the first time. I think this song was probably made just for the film, and maybe "Winter" is just a pseudonym or an "unreal" band. What a pitty... the song is amazing (the film too).
I have found a myspace profile of a musician called "Ethan Gold" (the ending credits say he is in the copyright). Maybe he is the singer or something. Type in Google.
@Popson I think the chorus sounds quite a lot like Silversun Pickups. The band wasn't formed yet but who knows, maybe Brian Aubert is singing here under a pseudonym.
