While I agree with most of the changes aimed at improving University Education, the recommendations on who can teach in these institutions are absurd.For staters,where is a tutorial fellow going to get the three year experience;Two,anybody with a bachelors degree may teach in a university effectively(remember Ngugi wa Thiongo);Three, people with doctoral degrees are'nt necessarily the smartest nor the best teachers;Four,differentiate between the teaching and the reseach contributions of the
academia and five and most importantly,the gov should be ready to pay for these advance degrees.The reason most lecturers do not have advanced degrees is not because the do not want them but rather a combination of lack of funding and poor rewards upon attaining the same.Since the private marginal benefits decreases while the public marginal benefits increases as educational level increases ie,society tend to extract more from the higly educated than its gives them back,the gov funding is a must
