Wikipedia's article on Sonic the Fighters; and the video description. Metal Sonic was made by Dr.Robotnik. Rocket Metal was made by Miles.

According to the Wiki article, there is no mention to who built him, only that he is "Mecha Sonic No. 29" (Mecha Sonic is Silver Sonic in Japan).
Can you please give me a link to were you found that Tails built him.

It can be inferred also by Rocket Metal flying around outside the Death Egg and then Tails gets the same images of the Death Egg on his computer. Also if Rocket Metal was an Eggman enemy, he would be a boss instead of regular old Metal Sonic.
