it's an ironic statement of how unaware or aloof people are to the suffering of others, it's an unpleasant but somewhat truthful reflection on how people think about the plight of others.

"And the Christmas bells that ring there are the clanging chimes of doom" is meant to remind that while we in wealthier countries are hearing Christmas bells ringing out a joyful holiday season, there are many people who have only sadness and suffering. It is to urge those with more to share what they have with those who have less. I hope this helps.
