yea, you can only take the SeeD test up to what Squall's level is. meaning you can take all of um once squall is level 30

Be warned: Your conduct in battle may lower your SeeD rank. Also, avoiding battle or escaping too often will drop rank.

However, taking certain actions in battle will raise your rank, as will completing events/quests in a particular fashion. Example: If the train intercept minigame is completed in one try (no errors), it'll add 1.

Fighting with party members down or in status for a number of battles will also raise rank.
