Yes the most obvious example is at around 0:50 with the word "let". Listen to it a couple of time it has the obvious robotic quality of auto tune. That said it is very hard to detect in this performance showing that it is used minimally which means her vocal performance was probably very good regardless.

Is she lip synching?

No. However there are pre-recorded backing vocals throughout.
