in israel there's something called "the red line"; when the kinneret dries to the level the law says that it is forbidden to take any water from it. we reached this level, but we have no choice but to continue use this lake as our (main) source of sweet water. "israel overet me adom le shahor" means "israel goes from red to black"; referring to the red line.
