I believe Hollow ichigo and ichigo have equal power.

The jump of power can be seen everytime ichigo gets stabbed and die but as ichigo becomes MUCH stronger it is obvious that Ichigo cannot at he same time control that tremendous power he gained, and when i say "power" i refer to his shinigami powers....i bet he was using approx 1/3 of his real power if not less. Hichigo instead could use 100% of his own power....i believe this is the difference here.
