Being liberal does not necessarily contradict with being a federalist. There are also various branches of liberal thought. Some center more around social or cultural issues other more about economics. Those who think of as little state as possible in any way (and those who prefer core business of the state (like even security etc) being outsourced to private companies without any checks and balances) are only one branch of liberal thought.
So, that was a "liberal" arguing for centralizing more power? Giving all national governments less say and handing over more power to the unelected elite in the EU top strata?
