You cant kill unless you are evil. Some of the worst drugs that will make you aggressive is Diazepam (Valium) or meth and other similar drugs. Heroine will not make you aggressive on the contrary.

They do have a right to appeal their case; if they ARE innocent (which there has been plenty of ppl on death row cleared by new DNA evidence techniques) there is no way to undo that execution. Granted there are ppl who are appealing their cases that know damn well they are guilty; they do it just to stall. You might be angry at this; but overall its fair to the wrongfully accused and innocent.
@AISOp314 once on death row you only appeal to get it down to life you dont get put on death row and then released after new trial its just to get life..and your only allowed appeal if you can prove that you werent given a proper trial

But you are right they do it to reduce it from being on death row.
