if you want it badly, or try to force your will, it rarely happens- although in most of my little clips, i came upon them in distress. felt compelled to help. in non-distress situations, sit down, make yourself as small as possible, and become part of the environment. don't move for at least 15 minutes. see what happens. you'll be amazed.

as for the water, it isn't algae. the city adds a non-toxic dye to make it "pretty."
