@neek951 absolutely correct. Virginia law does treat non functioning signals as 4 way stops however Virginia drivers (apparently) do not. In reality, it was a free for all.

In Oz, when lights are out, regular intersection rules are meant to apply: "give way to your right" (probably "yield to your left" in US), though on major thoroughfares, the larger volume of traffic continues to take right-of-way and the side streets are left taking risks to get out!

Very interesting. Here in Bristol, they are talking about experimenting with abolishing the lights on several junctions. Take away the lights and people become more careful at junctions, and generally more courteous and considerate of others. And traffic flows better.
I've always thought, those big, multi-lane US intersections are ripe for conversion into European-style roundabouts. Perhaps that would speed things up and save lives.
roundabouts, also called a rotary or traffic circle keeps traffic moving. They have a couple around the northeast, never seen them in any other part of the US. With the traffic signals inoperative, people were much more cautious but some were not as considerate as others. Those unwilling to nose out were left sitting as you saw with the minivan ahead of me. All back on now.
I've heard about places where traffic flows better without stoplights, but I don't think any of those places are in the "Megalopolis" or anything similar to it.
Pleasant Valley Road looks like a road that my uncle lives off of in Chesapeake. It's right off of I-664, as you transfer from U.S. 58 East to I-664 North.
It's dangerous driving around with lights flashing or blacked-out, because folks don't know how to approach them. Some, come full speed, and some just sit, sit and sit.
Yeah, indeed. I was driving to school one day and the lights were blacked-out like in your vid, so I just went with the flow. People were orderly, for the most part.
