Yes this is Rino Romano from Spider-man 1 and 2 Enter Electro, and from Spider-man Unlimited.

For some reason Acitivision and Neversoft, and some other company had the voice actor play Spider-Man and i welcomed it. it felt like a familar friend popping up every now and then even though Spider-Man was cancelled at the time this game and a couple others came out.
