No one wants to say all that, so we shorten it to the first and last syllables, cell phone. It's as appropriate as saying "phone" instead of "telephone."

Much like home phones that we call 'cordless phones' because they're phones without cords. We don't call them 5.8GHz frequency phones, we call them cordless phones, which is why it makes little sense to refer to the network when describing a device that merely operates on it.

Since the phone network is made up of these "cell's" the use of the term "cell phone" is appropriate. Also it's only 1 syllable to say "cell" compared to the three for "mobile".
