Well from what i understand Aso Taro does seek to rebuild society through the means of reintroducing wa into society and he would also like to see the emperor retake his place at the top of society. So therefore he is a fascist, as he seeks to reunite his country by using nationalistic means. Aso Taro constantly talks about the Japanese race being superior. In my opinion, he fits the word fascist very well.

I didnt say Japanese society was fascist totalitarian, i said Aso Taros ideology is.
