"Victor Entertainment" doesn't sound legit at all, so I'm guessing that this person is just trying to get their day of fame by getting the YouTube bots to remove all the "Get Down" meme videos by flagging them and claiming to be the creator. If you fill out DMCA copyright forms, he has to fill out one too and he'll get exposed. >D
