Since you're into fixed gear bikes/biking, the Netherlands is the place to be. Plus, we're super queer friendly (1st country to allow same sex marriage). Everyone rides bikes here - even the royal family! We're up there with PDX, SF, Seattle, and Davis, etc. It's just apart of life here (although I'm living in SF for work right now) and we also have great public transportation and have a laid-back and accepting culture.
