Len saw Miku and Kaito doing it, so he found the recipe for the love potion and made the love potion.

But at the end of the video, you see Len AND Rin get droopy and TWO bottles of love potion are dropped on the ground, so that means Rin made the love potion too! (Rin put hers on the rose that Len kissed, Len put the love potion on the hand that Rin kissed)
