If you hold it in the wrong place, then it's not that you can't get enough force into the rotation but instead that the force is traveling in the wrong direction. when you create the motion of the pencil, you can direct that motion but when you let go, how you hold it will cause it will either push against your finger or fly away depending upon where the center of gravity is, not how much torque there is.
