it is tradition that the commander lands the spacecraft. It has been like that since apollo. Neil Armstrong was the commander of the apollo 11 and he landed the lunar module. Buzz Aldrin was the pilot but he never flew the LM.

It was ironic that Astronaut Scott Altman would actually land "Atlantis" after servicing Hubble for the last time in May 2009.
