encourage all townships to create their own biofuel processing plant, with the raw materials purchased from the local farmers nearby.
don't use food sources like corn for the production of biofuels---use non-food like jathropa, or better yet the industrial hemp. the industrial hemp can grow on any type of soil---research it!
above all, remove all the bureaucratic redtapes so that progress may be actualized much sooner. it's 2012, for crying out loud!
