Since ZUN produces his music with titles in japanese, the current authority in terms of english titling is Touhouwiki. They translate it to "The Capital City of Flowers in the Sky". The latest english patch translates it to this as well. Also, you have to understand that ZUN produces the touhou games to showcase his music. He creates the theme before the stage. It was mentioned in an interview with him. The title "Heaven's Gate" is heavily influenced by the stage, not the actual piece itself.
The name is "Heaven's Gate" from Touhou 7: Perfect Cherry Blossom, which has the saddest story and music in the series (But the game is always ridiculous, so that doesn't mean much.)
The song both here, and in the game, match the heroine flying higher and higher until she finds a gate to the afterlife...so she can zap the hell out of whoever has stopped the season of Spring from coming.
