They're called 'gumboots'. It is wet and muddy in NZ in the winter, so gumboots keep our feet warm and dry. They do come in different colours now, and tradesmen & tradeswomen can get them with steel toes as well.

I make dry ice bombs all the time. The stuff comes from (for free) some refrigeration company nearby. Although they (the state government) are trying to make it illegal for the company to give the stuff away.
