In Australia I don't think so... check out the Caudata forum. Apparently they've sold there in the past and there have never been issues. The modified axies are fertile - and the trait is passed on to the off spring so it's not like they all came from test tubes. It just means they're all from a very limited gene pool - though depending on the dominant/passive-ness of the trait (I'm not into bio so much so I don't know a whole lot) you could mix them with 'normal' axies and still get GFP axies.
Yeah I know how genetic modification works, but the off spring of a transgenic axolotl is transgenic too. So it doesn't really matter whether the animal itself came from a test tube or not.
In Europe we have very strict laws considering GMO (genitically modified Organisms). It's illegal keep or sell transgenic animals as pets.
That would be interesting to see if the sales were under the table. Although I do understand why it would be illegal since it can pass off this trait to off spring (meaning it can reproduce and spread this gene into the wild populations). It's hard to determine what the effects of this gene on the expression of other genes is... so who knows what kind of effects this gene could have if this Axolotl got out and "got lucky"

That's not bioengineered. Some Axos, particularly the partially white ones, just glow under a black light.
It's pretty cool, actually. There are some scorpions that do the same thing, naturally.
