I'll agree Q's behaviour does have have a definite hint of flirtatousness whereas I never saw any hints of that with Kirk and Spock (There best friends not lovers), whereas Q is either attracted to Picard in some way, or he pretends too, whether its romantic, or more just curiosity I don't know, but its definietly plausible.

@JamesTobiasStewart I would have to disagree about Kirk/Spock. Gene Roddenberry said there were "love overtones," and "we never suggested in the series-- physical love between the two. But it's the-- we certainly had the feeling that the affection was sufficient for that, if that were the particular style of the 23rd century." If the backrub scene, sickbay scene, "you almost make me believe in luck/miracles" scene, and countless other instances of flirting weren't enough to convince you.
