I watched a salal bust a couple of years ago. There were a dozen or so Mexicans handcuffed on the ground in front of an emptied van, while a dozen or so agencies (Local, County, State, Federal) shuffled paperwork. The contents of the van, bundled neatly into cubes, were strewn all about the scene. Today, the van is gone, as are the crew driving it. However, the salal, dry and rotten, is still there, still neatly bundled. It was not confiscated, not used, but simply abandoned.
