Actually the East Los Angeles Interchange is the intersection of I-5, the Golden State Frwy. converting into the Santa Ana Frwy. south; I-10, the Santa Monica Frwy. converting into the San Bernardino Frwy. east; US 101, the Hollywood Frwy. converting into the Santa Ana Frwy. southbound; and CA 60, the Pomona Frwy.. US 101 is the Santa Ana Frwy. only for a short distance before it ends at CA 60, because as it is concurrent with I-5, it also shares the name of the freeway.
The reason why DC (especially Northern Virginia) has so much traffic is because of how little of the amount of freeways there are there. Especially located in the Northeastern Megalopolis, the most populated part of the country, Washington must think about building a lot more freeways for those drivers coming from the big northern cities (Baltimore, Philadelphia, New York, Boston).
DC traffic is hell, but Boston is not far behind. Full of Mass holes who think turn signal stalks are purse hangers.

when i was living in nova, they referred to the springfieild exchange as the mixing bowl. is it still called that?

I am not sure about that fact. I have always heard that the Springfield exchange on I-95 and the Capital Beltway was the busiest.
