Rush is a fool. He said "in efficiencies" he just ran the words together. Listen to the context and its clear. Moreover, six billion, (as a percentage of $1 trillion), is a reasonable surplus when, over ten years, the plan is "budget neutral".

The plan only requires one to have Health Insurance NOT everyone to be "In the plan" as Limbaugh claims. Clearly, the members of congress already have Health Insurance, and so would be in compliance with the plan.
