Surely Lord Popperwell should take a lot of blame for Hillsborough. He headed the inquiry after the Bradford disaster in 1985 and should have then made sure all the clubs removed there fences and all seater stadiums installed. I mean, what if the bradford fire had happened in a stand with fences? all the people in the stand would have perished. Why on earth didnt he, after that tragedy, recommend the clubs pulled down there fences.
