No, I don't think it will. Even in the video, the car was stopped at 180 KPH by an electronic speed limiter, not because of the physical limitations of the engine. I'm not sure where you live, but the limitation would most likely depends on what region the car was sold in.

the EX uses a different engine with vtec, forgot what it is, but the LX uses the D17, and it doesn't have vtec.

This is the Civic LX and no, it does not have i-VTEC or VTEC. 115 HP and very little torque.
