@BIBIisBOREDXD He has huge emotional conflict about what happened. On one hand, he fufilled his life long dream of getting into the E.L.E., but on the other hand, he accidentally killed the woman he loved. He is trying to hide from those emotions because he is trying to be evil. But he does care.

The rest is up for interpretation, but in my opinion, he does care at the end. He is broken by Penny's death and therefore feels 'nothing'. The fun part is having philosophical conversation about good and evil, emotions, and pretty much the entire ending :)

@mynameismatt2010 It's because, even though he hates Hammer and knows his death is necessary if he is to join the League, he doesn't have it in his heart to kill someone -- hence his last few lines persuading himself that there's no time for mercy. It's only when Penny dies that he changes, and becomes able to kill without conscience.

So she stood up and died as a result.

@Babs44sun Part of it is how everyone involved is to blame, and how character flaws are massively magnified when they begin conflicting. Captain Hammer's egotism and selfishness, Dr. Horrible's obsession with getting into the League at all costs and his original fears regarding Penny, and even Penny herself with her absolute lack of good judgement where Captain Hammer is involved. It was all avoidable, and yet they all played into it instead. Nobody got out unscathed.

He tweaks the wrist gun that he uses later at the bank, he gets the Wonderflonium ready for the freeze ray, and he slaps some tape on the stun ray. No modifications at all, he doesn't even touch it with a tool. He was going there to get Dr. Horrible's ass kicked, so he could become Billy. Instead, things actually go according to plan for the first time, and he defeats Hammer and kills Penny.
