1. Character under lvl 60 ---> Re-roll

2. Character over lvl 60 but under level 80---> don't do anything

3.Character over level 80---> re-customization.

Otherwise you end up wasting 25 $/€ for a toon you might never use. It takes like five days to get to level 70 anyway even without heirlooms.
