Not at all. Millia does some decent damage... it's just that this is not that good a combo.
Millia's game always has, and always will, rely on her incredible pressure. In this game, the addition of air-dash cancels, as well as FB discs, has significantly improved her pressure and made her much better than her Slash version. (She's higher mid-tier, if I remember correctly)
Nice combo! But... 21 Hits, and only that much damage? They nerfed Millia big time!
