Oh man, Darkwing Duck is a game I used to play a lot.

You're doing fine, but here are a couple of my little tips:

1) Skip enemies you don't need to kill that are likely to cause you damage. I usually skip the turtles and run by the flying enemies in this stage.

2) The arrow shot is the most powerful shot in the game. Good for bosses if you're wiling to use the ammo and can hit them.

In this stage I'm pretty sure the Arrow Shot can get those extra lives, at least that's I've done.
