San Jose is one of the few locations where there is not an animal open house. In almost every city, guests can go into the animals living environment. They put sand, dust, and hay on the ground so that the elephants don't have to stand on the concrete. The "chains" that Ringling uses to tie its elephants during feeding and sleeping times are covered with cotton padding. You are clearly not up to date on new standards.
Also, tigers are some of the laziest animals on the planet.
