Actually, Socialists aren't ruled by workers--they're ruled by central planning (dictatorship). You're thinking of Communists, which is a form of Anarchy, ruled equally (i.e. not ruled) by the workers (the proletariat). Socialism is in the 'full gov't' side, and so is Fascism.

Communism does not entail government having complete control, it is the end stage of socialism in which the government dissipates, equivalent to anarchism which you put on the other spectrum.
