I was actually lucky enough to see a waterspout off the coast of NJ when i was about 10 or 11 yrs old. I dont remember much from when i was that young, but i will never forget seeing something like that in person. It was awesome!

When the camera zooms in at about 0:07, you can actually see that there is an inner funnel and an outer funnel. It can also be comparable to the tornado that Vortex2 intercepted last year.

According to nautical survival manuals, if you are out in a small craft and a water spout is on top of you and you are unable to out maneuver the storm, the safest place to be is in the water. I know it sounds crazy, but as long as you have a good pfd and possibly protective head gear, you'll be safer and less likely to be picked up, then if you were in a small craft, like less than 20 ft. Remember PFD and a helmet, always a good idea to keep one around.
