My proposal:

They form the Federal Republic of Vermont, with two Special Federal Zones. I think it should be a Federal Constitutional Republic - non-presidential. Oh, and renounce the ability to declare war, or something like that. Hey, it's the opportunity for a fresh new start, and to start a truly good country.

I think I got the idea of not being able to declare war from the current government of Japan, who, under constitutional law, cannot declare war (however, they can indeed maintain a "Self-Defense Force" which I do agree with.) Lately though, I've been looking into governments that use a parliamentary system, so I think that that could be a potential choice aswell.

The United States is much too large at this point anyway. My proposition:

New England becomes the Republic of New England, and its member states would simply merge into one nation.

The remaining east coast becomes another nation. The South is 1/3 Hispanic at this point, so it is likely that the (soon to be) hispanic majority states will combine and form a Spanish-speaking nation that includes Texas, South California, Arizona, and New Mexico.

Midwest and N. Cali combine together.

Also there are countries in Europe like Liechtenstein, Andorra, and San Marino that are independent and smaller than VT, they have very high literacy rates (99%), some of the highest median incomes in the world and do not need an army because they are neutral when war breaks out and if invaded (which makes no sense) they rely on their neighbors. I think that giving Texas back to the Texans would be more to the point. Did you realize that the battle of San Jacinto won Texas independence from Mexico? It wasn't bought from them by the US, nor won in the conquest of the Mexican war that Thoreau complained about, it was its own republic.

Though I am native-born of Houston, and Texas has a great history and I would support its independence, in secession I think I'd rather take my chances in New Hampshire or the Northern California Republic.

I believe that the American Spirit ( not to be confused with the current American gov't ) is deeply rooted in secessionism. The federal gov't is only given authority because the States grant it that authority; without it the federal gov't has no legitimacy. If a State chooses to withdraw its support of a bond with a gov't that no longer serves the governed but itself, that State has, as dictated by prudence, a legal and moral responsibility to disolve the bonds connecting them.
