@MadBadVoodo It's my understanding that the Barbary pirates were aggressive toward us and declared war (not strictly on paper) first. Jefferson decided to defend but refused to go any further than defense without Congress' approval. Congress never declared an act of war, but they gave Jefferson permission to attack. Jefferson followed the book. I could be mistaken in some of that, so please correct me if I'm wrong.
