you can get the tulle from michaels or joanns either one but id prefer joanns if you have one in your city. Im currently making a tutu and i find an elastic band is easier and im just starting. Im making it for disney and my whole family is wearing tutus were trying to get the guys to wear tutus too!!! XD

@TheLittleJuggalette9 tulle comes in diff weights.. maybe you can buy a heavier weight tulle but that would probably require sewing and not tying.. also you might want to cut the ends into peaks. just a thought lol
